Textiles: what applies, what a passport must carry and when
Scope. Not drawn yet. Textiles and apparel are a priority group and the adopted measure will set the legal product scope.
What Digital Product Passport rules apply to textiles and apparel?
Textiles and apparel do not yet have an adopted product-specific Digital Product Passport requirement under the ESPR. The Commission's textile page puts the planned delegated act at Q4 2027, indicative, and warns that implementation timelines may evolve. The JRC supporting study published on 13 May 2026 is preparatory work, which is evidence of direction and not adopted law.
Two boundaries decide everything else here. A planned delegated-act date is not an application date. A technical or preparatory study is not adopted law. Until the textile act is adopted, a textile passport checklist is a readiness model rather than a legal schema.
What does apply to textiles today is not the passport. The ban on destroying unsold apparel and footwear applies from 19 July 2026, adopted, to large enterprises, with medium-sized enterprises from 19 July 2030. Textile EPR transposition is 17 June 2027 and schemes are to be established by 17 April 2028, both adopted and both about producer registration and fees rather than a passport.

Adopted means a duty exists in law from that date. Planned means an institution has committed to a measure. Indicative means an official planning date that can move. Every row is in the obligations dataset.
