ICT and electronics: what applies, what a passport must carry and when
Scope. No single group. ICT and electronics reach the Working Plan through horizontal repairability work and horizontal recycled-content and recyclability work for electrical and electronic equipment.
What Digital Product Passport rules apply to ICT and electronics?
There is not one EU Digital Product Passport for all ICT and electronics, and no universal electronics regime is established. The estate states no dated obligation for this category, and that is the finding rather than an omission: electronics is a market label rather than one legal product category, so there is no single instrument with a single date to record.
What does exist is direction. The first ESPR Working Plan covers ICT and electronics through horizontal measures and specific energy-related product work. The headline Commission roadmap timing is 2029 for ICT products, with horizontal repairability work targeted for 2027 and recycled content and recyclability for electrical and electronic equipment in 2029. None of those is an adopted passport requirement, which is why none of them is in the obligations dataset.
Everything category-wide is marked not established: a universal field list, a universal repairability score, a universal carbon or battery field, component-level disclosure, an item-level passport, and the final identifier, carrier, access and granularity. EPREL is the one system already in place, and a product-specific decision may provide for it where the information is equivalent.
