Detergents: what applies, what a passport must carry and when

Scope. Detergents and end-user surfactants placed on the Union market, rather than every surfactant upstream of them.

What Digital Product Passport rules apply to detergents?

Detergents and end-user surfactants have an adopted Digital Product Passport regime under Regulation (EU) 2026/405, and it applies from 23 September 2029. That is a fixed date in adopted law rather than a plan.

The Regulation entered into force on 22 March 2026, adopted, which is when it became law rather than when it bites. Nothing between those two dates is a deadline.

The long runway is the useful part. A detergent passport is model-level, and the question worth settling early is what it does and does not replace. It does not replace a safety data sheet: the two carry different information for different audiences under different instruments, and treating one as the other is the mistake this category makes most often. Ingredient information is the other early decision, because the level of detail a passport asks for is not the level a label carries.

3 pages here: the regime itself, the safety data sheet boundary, what ingredient information a detergent passport must carry, and where a single 2D barcode can serve checkout, packaging information and the passport at once.

Dates, and what kind of date each one is

  • 22 March 2026 Adopted Entry into force. Regulation (EU) 2026/405 entered into force
  • 23 September 2029 Adopted Application date. Regulation (EU) 2026/405 generally applies

Adopted means a duty exists in law from that date. Planned means an institution has committed to a measure. Indicative means an official planning date that can move. Every row is in the obligations dataset.
