# Digital Product Passport Regulatory Change Log

Source: https://activatedigital.ai/knowledge/status/dpp-regulatory-change-log
Last verified: 20 September 2026
Summary: A dated record of material EU Digital Product Passport legal, standards and Registry changes, with the Knowledge pages each change affects.

## In 60 seconds

There is no single DPP clock. A change log should tell you **what moved**, not re-explain the whole law.

- The DPP Registry and its testing environment went live on **20 July 2026**.
- Regulation (EU) 2026/1778 was published on 17 July 2026 and entered into force on 6 August 2026.
- Decision (EU) 2026/1736 cited six DPP harmonised-standard references. No later OJ decision adding EN 18239 and EN 18246 was located to 20 September 2026.
- Regulation (EU) 2026/1738 entered into force on 13 August 2026. Its DCVP obligation starts on 1 September 2032, adopted.
- The iron and steel delegated act and the battery access-rights implementing act are both shown at Q4 2026, indicative.
This page records material source changes that alter a Digital Product Passport legal status, standards position, Registry workflow, official guidance state or a current answer elsewhere in ActivateDigital Knowledge. It is not a DPP news feed.

If you need the business decision rather than the source history, use the [DPP Regulation Action Radar](https://activatedigital.ai/knowledge/regulation/what-applies-today). If you need the underlying subject, follow the affected Knowledge page from the entry.

A framework regulation can be in force while a product-specific obligation is still waiting for a delegated act. A standard can be published by a standards body before its reference is cited in the Official Journal. A Registry can be operational while its user guide continues to move through versions. An official webpage can be updated without the document linked from it changing version.

So this log separates the **type of change**, the **source date or version**, the **effect on the current Knowledge answer** and the **pages that need to move with it**.

## What earns a place here

An entry belongs in this log when a primary or official source does at least one of these things:

- adopts, publishes, amends, corrects or changes the application state of relevant law;
- cites, withdraws or changes the Official Journal status of a DPP harmonised standard;
- changes official guidance in a way that affects a current answer or workflow;
- changes the operational state of the EU DPP Registry or another source-of-truth system;
- changes a versioned document used by a canonical Knowledge page;
- moves an indicative timetable in a way that changes what we should be watching.
A press mention, vendor launch or general sustainability story does not qualify by itself. For the dates themselves, see [the full deadlines table](https://activatedigital.ai/knowledge/data).

## September 2026 | DPP Registry User Guide for Economic Operators V3

**Change type:** Versioned operational guidance **Source status:** Current Commission user guide **Source version:** **V3, last update September 2026** **Primary source hub:** [European Commission, Digital Product Passport](https://single-market-economy.ec.europa.eu/single-market/digital-product-passport_en)

### What changed

The Commission DPP hub now identifies the Registry User Guide for Economic Operators as **V3**, last updated in September 2026, with changes to pages **22, 23 and 41**.

This is an operational-guidance change, not a new legal duty. ESPR and Implementing Regulation (EU) 2026/1778 remain the legal sources for the Registry framework. The guide matters because enrolment, verification and registration workflows can change even where the underlying law has not.

### What it affects

Recheck the current operational instructions on:

- [Enrolling in the EU DPP Registry](https://activatedigital.ai/knowledge/regulation/enrolling-in-the-registry)
- [How to register a DPP in the EU Registry](https://activatedigital.ai/knowledge/regulation/how-to-register-a-dpp-eu-registry)
- [Using the Registry test environment](https://activatedigital.ai/knowledge/regulation/registry-test-environment)
**Business implication:** teams using an earlier guide should diff the current V3 instructions before treating their Registry runbook as current. Do not describe a guide revision as an amendment to the law.

## September 2026 | EN 18239 and EN 18246 advanced within the European standards set

**Change type:** Technical standards status movement **Legal citation status:** **No later Official Journal citation decision located to 20 September 2026** **Primary legal source for current cited six:** [Decision (EU) 2026/1736](https://eur-lex.europa.eu/eli/dec_impl/2026/1736/oj) **Standards context:** [CEN-CENELEC DPP standards overview](https://www.cencenelec.eu/news-events/news/2026/en-in-the-spotlight/2026-07-15-dpp/)

### What changed

EN 18239 and EN 18246 have advanced into the available European DPP standards set. That is a real technical-development event. It is **not** the same thing as an Official Journal citation under ESPR.

The evidence checked to 20 September 2026 still establishes six OJ-cited references under Decision (EU) 2026/1736. No later OJ decision adding EN 18239 and EN 18246 was found.

### What it affects

Recheck the standards status on:

- [Which DPP standards carry a presumption of conformity?](https://activatedigital.ai/knowledge/status/standards)
**Business implication:** a technical standard can exist and be useful before its reference carries the ESPR presumption of conformity. Do not say `8/8 cited` unless a later OJ decision is verified.

## 15 August 2026 | Commission battery-passport data-point guidance updated

**Change type:** Official guidance update **Source status:** Current Commission battery DPP guidance **Source update date:** 15 August 2026 **Primary source:** [European Commission, Batteries - Digital Product Passport](https://single-market-economy.ec.europa.eu/single-market/digital-product-passport/batteries_en)

### What changed

The Commission records a 15 August update to its battery-passport data-point material. It says the update clarified the applicability date for data points **19 and 20–23** and explained why data points **16 and 25** are not to be filled.

The underlying Battery Regulation remains the legal owner of the passport obligation. The Commission material is the operational interpretation layer for the data-point set.

### What it affects

- [The 71 battery-passport data points](https://activatedigital.ai/knowledge/digital-product-passport/batteries/71-data-points)
- relevant battery implementation guidance where those points are used
**Business implication:** teams that mapped the Commission data-point file before 15 August should recheck the affected rows rather than assuming the old interpretation still holds.

## 20 July 2026 | EU Digital Product Passport Registry went live

**Change type:** Operational-system change **Source status:** Registry live **Primary source:** [European Commission, Digital Product Passport Registry now live](https://single-market-economy.ec.europa.eu/news/digital-product-passport-registry-now-live-2026-07-20_en) **Registry source:** [European Commission, DPP Registry](https://single-market-economy.ec.europa.eu/single-market/digital-product-passport/dpp-registry_en)

### What changed

The Commission put the DPP Registry and its testing environment into operation on [20 July 2026](https://activatedigital.ai/knowledge/digital-product-passport/timeline).

The Registry is not the complete passport database. The Commission describes it as the EU index/database used for identifiers, registration data and high-level metadata, while detailed DPP information remains decentralised with the economic operator or a DPP service provider under the applicable architecture.

### What it affects

- [Where DPP data lives](https://activatedigital.ai/knowledge/regulation/where-passport-data-lives)
- [Enrolling in the Registry](https://activatedigital.ai/knowledge/regulation/enrolling-in-the-registry)
- [How to register a DPP](https://activatedigital.ai/knowledge/regulation/how-to-register-a-dpp-eu-registry)
- [Registry test environment](https://activatedigital.ai/knowledge/regulation/registry-test-environment)
**Business implication:** Registry integration is now an operational workflow rather than a future architecture assumption. Product-specific obligations still depend on the applicable product rules.

## 17 July 2026 | Registry Implementing Regulation published in the Official Journal

**Change type:** Implementing regulation **Source status:** In force **Legal instrument:** Commission Implementing Regulation (EU) 2026/1778 **Primary source:** [EUR-Lex, Regulation (EU) 2026/1778](https://eur-lex.europa.eu/eli/reg_impl/2026/1778/oj)

### What changed

The Registry moved from the framework provisions in ESPR into a specific implementing rule set. Regulation (EU) 2026/1778 lays down the arrangements for the operation of the DPP Registry, including access management, user verification, registration and storage arrangements, architecture, logging, availability and security.

It should not be used as a shortcut for product-specific field requirements. Registry law and the contents of a textile, battery or other product passport are different questions.

### What it affects

- [Where DPP data lives](https://activatedigital.ai/knowledge/regulation/where-passport-data-lives)
- [Enrolling in the Registry](https://activatedigital.ai/knowledge/regulation/enrolling-in-the-registry)
- [How to register a DPP](https://activatedigital.ai/knowledge/regulation/how-to-register-a-dpp-eu-registry)
- [Registry test environment](https://activatedigital.ai/knowledge/regulation/registry-test-environment)
**Business implication:** Registry implementation now has a binding legal base, but that does not create a universal DPP duty for every product or define every product group's data fields.

**Legal-effect precision:** Commission Implementing Regulation (EU) 2026/1778 entered into force on **6 August 2026**. Keep that legal date separate from **20 July 2026**, when the DPP Registry became operational. One is the implementing regulation's entry into force; the other is the system launch milestone.

## 15 July 2026 | Six DPP harmonised-standard references cited in the Official Journal

**Change type:** Official Journal harmonised-standard citation **Source status:** Six references cited in Decision (EU) 2026/1736 **Primary source:** [EUR-Lex, Commission Implementing Decision (EU) 2026/1736](https://eur-lex.europa.eu/eli/dec_impl/2026/1736/oj) **Commission status page:** [Harmonised standards - Digital Product Passport](https://single-market-economy.ec.europa.eu/single-market/goods/european-standards/harmonised-standards/digital-product-passport-dpp_en)

### What changed

Commission Implementing Decision (EU) 2026/1736 cited references to six DPP harmonised standards in the Official Journal:

- EN 18216:2026, data exchange protocols;
- EN 18219:2026, unique identifiers;
- EN 18220:2026, data carriers;
- EN 18221:2026, data storage, archiving and persistence;
- EN 18222:2026, APIs, lifecycle and searchability;
- EN 18223:2026, system interoperability.
The standards programme is broader than the six references in this decision. Standards-body publication and Official Journal citation are separate states. Do not call the full set “OJ-cited” until the relevant OJ decision exists.

### What it affects

- [DPP standards status](https://activatedigital.ai/knowledge/status/standards)
- identity, data-carrier, API and interoperability pages that depend on the standards status
**Business implication:** for the six cited references, the OJ status is no longer hypothetical. That does not turn an industry standard such as GS1 Digital Link into a universal statutory DPP mandate.

## 13 August 2026 | Vehicle circularity regulation entered into force

Change type: Adjacent passport regime Source status: In force Legal instrument: Regulation (EU) 2026/1738

### What changed

Regulation (EU) 2026/1738 entered into force on 13 August 2026. It creates the [Digital Circularity Vehicle Passport (DCVP)](https://activatedigital.ai/knowledge/vehicle-passports/digital-circularity-vehicle-passport) for vehicles within Article 13 scope, with the DCVP obligation starting on **1 September 2032**.

The DCVP is an adjacent vehicle-specific passport, not an ESPR delegated-act product category. It must interoperate with the EV Battery Passport, the Euro 7 Environmental Vehicle Passport and relevant ESPR passports without duplicating information that is already accessible through those systems.

### What it affects

- EU vehicle circularity and end-of-life information
- Battery Passport and Euro 7 interoperability planning
- vehicle-level identity and lifecycle-data architecture
Business implication: the 2032 vehicle-passport duty is adopted, but the final carrier, storage, access and technical interoperability layer is still to be set.

## Change Log or Action Radar?

Use this page for:

- what source changed;
- what status moved;
- what version changed;
- which canonical Knowledge pages are affected.
Use the [DPP Regulation Action Radar](https://activatedigital.ai/knowledge/regulation/what-applies-today) for:

- what applies to a business now;
- what to prepare next;
- what not to overbuild yet.
The separation keeps the history auditable without turning every source event into a second business-advice article.

## How this page is maintained

A source-change event is first checked against the sources we monitor. If it changes a current answer, the affected canonical page is updated first or alongside the Change Log entry. The Change Log then records the source event and links to the canonical owner.

**Last verified** means ActivateDigital checked the cited source state on the stated date. It does not mean ActivateDigital is the regulator and it does not turn indicative material into law.

## Vehicle DCVP technical implementation

The Commission's Article 13(6) implementing-act provision has applied since **14 September 2026**. The Commission must then adopt the DCVP technical implementing acts by 14 August 2030. Watch for official decisions on access, storage, third-party updating and the carrier or other identifier. This 2026 trigger starts the implementation provision, not the 2032 vehicle duty.

## What we're watching next

These are **watch triggers**, not promises or binding deadlines.

### Remaining two DPP standards

The Commission's DPP timeline currently shows an **indicative September 2026** implementing decision for the remaining two standards. As at 20 September 2026, Decision (EU) 2026/1736 still contains six cited references in the primary evidence located. EN 18239 and EN 18246 have advanced technically, but no later OJ citation decision was located. The next material event is the publication of a new or amending OJ decision, not the calendar turning to September.

[Commission DPP timeline](https://single-market-economy.ec.europa.eu/single-market/digital-product-passport_en)

### Iron and steel product rules

The Commission currently shows an **indicative Q4 2026** point for the iron and steel delegated act. The change that matters is adoption and publication of the act, followed by its legally specified application/compliance dates.

### Battery access-rights implementing act

The Commission DPP timeline also identifies an **indicative Q4 2026** implementing act on battery-passport access rights. Until the act is adopted, the indicative timetable is a monitoring trigger rather than the final rule.

## Vehicle DCVP technical implementation

The Commission's Article 13(6) implementing-act provision applies from **14 September 2026**. The Commission must then adopt the DCVP technical implementing acts by 14 August 2030. Watch for official decisions on access, storage, third-party updating and the carrier or other identifier. This 2026 trigger starts the implementation provision, not the 2032 vehicle duty.
