# Are Furniture, Flooring, Panels and Wooden Packaging in EUDR Scope? The Annex I lines by product family, and the two carve-outs inside them. ## Direct answer **Yes, and wood is the one commodity where the finished article is usually listed rather than only its material. Annex I runs from logs all the way to wooden furniture, prefabricated buildings and printed books, so a business that assumed the annex stopped at sawn timber is in scope on the product it sells.** Two carve-outs are written inside the listed headings, and both are easy to miss: packing material used exclusively as packing material, and bamboo-based and recovered products in the pulp and paper chapters. The main obligations apply from 30 December 2026, and from 30 June 2027 for qualifying micro and small undertakings. Check the consolidated Regulation before relying on a line. **Panels** 4410 Particle board, oriented strand board (OSB) and similar board of wood or other ligneous materials 4411 Fibreboard of wood or other ligneous materials 4412 Plywood, veneered panels and similar laminated wood 4413 Densified wood, in blocks, plates, strips or profile shapes **Flooring** 4409 Wood (including strips and friezes for parquet flooring, not assembled) continuously shaped along any of its edges, ends or faces 4418 Builders' joinery and carpentry of wood, including cellular wood panels, assembled flooring panels, shingles and shakes Note where the line falls. Unassembled parquet strips are 4409 and assembled flooring panels are 4418, and both are listed, so the distinction does not change the answer here even though it changes the code. **Furniture** ex 9401 Seats (other than those of heading 9402), whether or not convertible into beds, and parts thereof, of wood 9403 30, 9403 40, 9403 50, 9403 60 and 9403 91 Wooden furniture, and parts thereof 4420 Wood marquetry and inlaid wood; caskets and cases for jewellery or cutlery, and similar articles, of wood; statuettes and other ornaments, of wood; wooden articles of furniture not falling in Chapter 94 `ex 9401` reaches seats **of wood**. The 9403 subheadings are listed bare and named individually, so the scope is the five subheadings rather than all of 9403. **Packaging** 4415 Packing cases, boxes, crates, drums and similar packings, of wood; cable-drums of wood; pallets, box pallets and other load boards, of wood; pallet collars of wood (not including packing material used exclusively as packing material to support, protect or carry another product placed on the market) That parenthesis is the carve-out. A pallet you sell is a relevant product. The same pallet under your own goods, used only to carry them, is not. So a business can be out of scope for the pallets it ships on and in scope for the pallets it sells, and the difference is the use rather than the object. **Pulp, paper and printed products** Pulp and paper of Chapters 47 and 48 of the Combined Nomenclature, with the exception of bamboo-based and recovered (waste and scrap) products ex 49 Printed books, newspapers, pictures and other products of the printing industry, manuscripts, typescripts and plans, of paper Two whole chapters, less bamboo and recovered material. A printed catalogue is in scope; a recycled-content paper product may not be, and where it sits depends on the Annex I waste carve-out as well as this exception. **Buildings** 9406 10 Prefabricated buildings of wood ## What you have to collect Article 9(1) in full: product description including trade name, type and species name; quantity; country of production and parts of it; the geolocation of all plots of land where the wood was harvested with the date or time range of production; supplier and customer names and contact details; and the information demonstrating the wood is deforestation-free and was harvested in accordance with the law of the country of production. For wood, **species name in point (a) is the field the whole chain turns on**. A panel made from a mixed furnish needs the species in it, and a supplier declaration that says "hardwood" has not answered point (a).
